A square matrix P = (ptj) is called a stochastic matrix if each of its row is a probability vector i.e. if each element of P is non-negative and the sum of the elements in each row is one.............BUT YOU SAYS THAT THE SUM OF IT'S COLUMN IS ONE......WHICH ONE IS CORRECT?

The transition matrix is fine. There are normally two notations for writing a transition matrix. Either having current states on the rows with the next states in the columns or alternatively like he has presented. Notice the summation is one for either notation.

This is wrong solution of this question. 0.2 should be switch with 0.4 last week this question was appears on my Stochastic Calculus Exam i used you technique for solution, but that was wrong and i loses my 12 marks. Delete this video because this misguide so many other students.
