The games default average is either 7 or 8. Any republic will get a 6 pip with a 4 and two ones if the mod maker did not edit the system. The mod maker definatly assigned the pips and personalities and edited the election system

Most republics have a choice between 1,1,4 1,4,1 and 4,1,1 so most countries will have 6s on average and thus won't have that bad of a ruler to get deleted unless they have a different type of Republic, like if they chose in thier government reform that allows them to pick someone from the same family as the previous one, which is random
