Fact: in 1943, Azad Hind Sarkar was formed as a government in exile with Netaji Subhash Chandra Bose as head of the State. It was backed by Japan, Germany etc... They owned currency and stamps. Later when Germany-Japan forces lost WWII and news of Netaji's plane crash started spreading out, Japan backed out and the Azad Hind Sarkar was disbanded. It was not a recognised government, literally no one except the axis recognised them nor they were a de-facto government because as you said they were in exile and had no control over any part of the country.
