The training route for the helicopters is going south over the Potomac River. The final approach for aircraft landing on runways 1 and 33 crosses over the Potomac River. Both the helicopters and the aircraft are flying a few hundred feet above the river. This was an accident waiting to happen. Whoever decided to have the helicopters fly there has blood on their hands. This was beyond stupid. The air traffic controller did nothing wrong. 100% of the responsiblity lies with the helicopter crew.

I was a DEI hire as an engineer in the aerospace industry in the 90’s. They would have hired only white men if it wasn’t for Equal Opportunity. I was a fully qualified UCLA grad but I was a female. In spite of Equal Opportunity, 90% of the engineers were white men who never made me feel welcome. These companies still have problems with this.
