Rob Cook (Rebeats) here demonstrates how to prepare a flesh hoop before tucking a calfskin head onto it. If the flesh hoop is too large, it will not fit under the counterhoop. If it is too small, it will not fit onto the drum shell. The flesh hoop must be just large enough so that it will snugly fit onto the drum shell after the calf head has been tucked onto it. Best practice is to use the actual drum shell that the head you are tucking will be used on.
