Goku did it with the Kamehameha. Ki blast and Ki charged techniques are not truly "unique" like Majin Buu's candy beam could be argued to be. But even if it's not, if it's an actual Ki based attack, a Saiyan can learn it pretty easy. It's all just a manipulation of Ki for a desired effect.
