hello sir can we use this concept using signed numbers. I mean representation of decimal numbers 0 to 9 in the form of +7 to -7 or in any other form with +ve and -ve numbers

This concept is actually used in the IEEE-754 Decimal32, Decimal64, or Decimal128 floating point representation. In those representation schemes, there is a sign bit which acts like the sign bit in integer representation. The mantissa is represented using densely packed BCD as shown in my video.
