Because fury was on his back for at least ten seconds. The ref gave fury to much time to get up. Wilder had enough time to turn around and face fury that's how he could see the eyes roll back. Plus he could of seen it after the fight was over at home like everybody else. Ortiz got back up faster than fury and ortiz still lost that fight.

If you watch the final knockdown, the thing that really saves Fury is his size. His size keeps his head from hitting the canvas. Normally a knockdown like that has the head hitting the canvas doing the same damage to the brain as another punch.(Watch at 6:54) If you notice, when Fury falls, his head does not hit the canvas. It is STILL quite a remarkable recovery from some devastating punches!
