At 4:19 there is a sample from the german band einstürzende neubauten. They used the same studio when recording Construction Time again. The song is from the album Zeichnungen des Patienten O. T And the song is "Merle (Die Elektrik) from 0:30

I hear similarities but not the exact words but it must be Blixa. Maybe outtakes from the EN song? Gareth Jones worked on both albums. Love ”Zeichnungen” and ”CTA”, 1983 what a great year to be a fan of DM and Neubauten!
