I reckon they should do one of the following: 1. Be clueless deaf old people and "not hear" the sirens when the cops are trying to pull them over. 2. Be a teen and a parent trying to get a drivers license. When they get pulled over the teen could've put it in neutral by "mistake". They Rp the car rolling forward and the cops rush back to there cars. 3. A "Boy who cried wolf" kind of thing. Someone calling the cops for everything and the cops eventually not giving a crap.

I work at a bank in emergency management and dye packs have been replaced by GPS track packs. Basically they are dummy bands of money with A GPS in them. It goes directly to the police. You could RP this so you have more interaction with the police.
