*77: HIMALAYAN STATES* Himalayan states have come on a single platform to take a unanimous stand on the issue of green bonus and a separate ministry to deal with problems unique to them.. - A green bonus is needed to compensate the Himalayan states for their disadvantages _Importance of Himalayan States:_ - 10 complete states & 2 states with few districs: J&K, Uttarakahand, HP, Sikkim, AP, Meghalaya, Nagaland, Tripura, Mizoram,Manipur, Assam - 4% population 16% land area - Forest cover - 36% of whole India. - 44% biodiversity - 60% indigenous: Very important in light of climate change. - Water - 63% Himalayan rivers - Ganga, Brahmputra, Satluj, Yamuna: Water tower of South Asia. - 100% glacial system - only in these regions. - Medicinal plants. - International Commitment to Paris Climate: 2.5 - 3 bn tons carbon sequestration - Agro forestry - 80% potential. _Challenges:_ - High developmental costs: Projects implementation cost is higher as compared to plains. - Disaster: large swathes of land fell into ecosensitive zones where all sorts of development activities could not be carried out - Migration: States border 7 neighboring countries. - Delay in developmental projects: Forest Conservation Act, 1980. Permission from different ministries, Wildlife board. - Allocation of funds: 14th FC gave weightage to 7.5% dense forest & allocated 2.96 lakh Cr. during 2015 - 2020 untied funds to state govt. No state govt has used the funds for forest conservation. - Livelihood opportunities. _Development Model:_ - Sustainable, inclusive & environmental friendly. - Ecotourism: limited by carrying capacity: Increase prices will boost livelihood. - Non Polluting industries. - Medicinal Crops: 50 or more crops - no competition with plain area - Community forests: Local people - Entrepreneurship - Commercial. _Way Forward:_ - Incentivise states who are using funds for forest conservation. - Grants tied to development of forests. - Monitoring of schemes in these regions is must. - Transportation & enhancing connectivity. _Himalayan States have unique developmental challenges which can be resolved through innovative thinking & effective implementation. It's time to formulate & design new livelihood opportunities for people who play a very important role in conservation of our ecosystem & bring out the idea of Unity in Diversity_

I m from uttarakhand... On this platform i would like to raise A few problems that A common man of a hill state faces 1. Problem of employment:there are only three major source of employment in the service sector i.e the army, teaching and tourism to A large extent.apart from that primary sector is minimal because of the small landholding and lack of market and mobility issues and manfacturing sector is non existent in the hills. 2.infrastructure: the problem of quality education and quality healthcare facility are major concern which the state needs to look at. Eg. There is govt school near my village where the number of teachers are 5 and number of students are 3 due to lack of quality education and people who can afford to send there children to the valley like rishikesh haridwar and dehradun are doing it rampantly leading to high expenses and less savings which could be used for improving the standard of living. For healthcare there is an upcoming aiims in rishikesh but there is a need of primary health care In much larger quantity

And one thing i like about your Uttarakhand is that the HC of UK ne ye jo law pass kiya hai ki agar kisi janwar ko bhi mara to uski saza bhi vaise hi milegi jaise kisi insaan ko marne ki milti hai....... Himayalan States ko Apne Live Stock ki bhi respect karni chahiye aajkal bichare Cow,Ox, Horses,Dogs and other animals too are facing disrespect in Himalayan states also.....

When will the ultimate illiteracy end? Resource in himalyan region research centre in bengaluru or even resouceful states people doesn't know how many herbal research centre is in india? No one is interested too even our CIVIL SERVANTS who is for citizens completely drained the entire educational system and limited the education for his family and industrialist only,whereas it should be the law that no legacy in civil services. Look at the medical eduction system for ex-Himalaya global holding, is a global exporter and should encourage more innovation in their related regions but again south indian dominance when we assume it's ok then again disapointment by his dependency over central government, Ratio of production and employment etc. If everything south indian will do what will states like uttarakhand, jharkhand and their neighbours do. Little opportunities for landlocked states are these and are dominated by costal regions. It is the idiosyncrasy in india to receive funds from central government and their dependents of course "ias" is more a private servant whose aim it seems to extract only money from "Modijee" for that they use state-of-art technology in elections only , if private business is well flourished then why they can't take responsibility, ultimately what's going on is private companies are receiving funds from government and spending profit for his legacy.In case of small business it's ok but big industries is at utmost level. By the way Missiles and Army are not saving 125 crore people, they are enslaved to save few.
