Gov. Wes Moore signed hundreds of bills in the weeks since the last day of the legislative session, but Thursday, he put pen to paper and signed a piece of legislation Senate President Bill Ferguson said dealt with one of the most controversial issues of the General Assembly in 2024.

They did plenty. When you say they wasted our money, what are you referring to? I'm just trying to get a feel for what it is, exactly, that people are upset about. I posted this summary of the changes below: There is an added emphasis on supervision, accountability, and rehabilitative services. Juvenile court (DJS) will now have expanded jurisdiction over children aged 10 to 12 who are charged with third-degree (non-violent) sex offenses, gun violations and aggravated animal cruelty. Previously, children under 13 could not be charged with non-violent offenses. The law also now mandates juvenile services to inform the court, the state's attorney and the child's attorney of any supervision violations. There had been frequent miscommunication between those entities which was quite problematic. Only one Montgomery County officer had filled out a child supervision form in 6 years. This change will help to fix issues like that. Another big change is that those 10-12 year old first-time offenders who steal cars or possess guns will now be required to go to a diversion program to focus on rehabilitation rather than punishment.

Well, it doesn't seem like they are serious about solving the youth problem in a way that is going to be effective because they don't actually care about things getting better. The juveniles are aware they can get away with _____, and the states' inability to find them or their parents responsible for say assault, robbery, or just having an illegal gun is problematic for its citizens. If a child stole your car, and they crash it, really screwing up your life, would you not want someone found responsible regardless of age?

@@deshaunx776 Firstly, please enlighten me on how you all can deem that ANY sex offense, gun violation and animal cruelty to be a non-violent offense in any capacity??!! ALL OF THESE ARE VIOLENT 1st Degree OFFENSES, whether committed by a child or not!! What supervision violations is this law specifically targeting pertaining to juveniles??!! Who's the violator in order for DJS to report supervision violation to the courts, SAO and child's attorney??!! Is it parents, schools, guardians, all of the above??!! Be Specific who's the target here!! Ok great a diversion program is being put into place for the 10-12 age children for their First offense for gun possession and/or stealing a car but what about those 10-12 who's made it a career in committing these offenses and commits them over and over and over again??!! What real, solid accountability will they receive??!! Additionally, stealing a car is NOT the same as car jacking!!! So will the child who approaches a person at gunpoint and car jacks their vehicle receive the same option of a diversion program as well??!! If so, that's unacceptable!! It's also a 1st degree violent criminal offense!!! This bill could have and should have been thought out more before deciding and signing!! It should've been bought forth for the public to review and vote on!!! We're the ones out here having to deal with this form of menacing on a daily basis!!! The adult action crimes many of these children are committing warrants more accountability than what this bill is offering for the public!! WE THE PEOPLE OF BALTIMORE ARE BEYOND PISSTIVITY HAVING TO ENDURE JUVENILES EVIL MINDSETS AND CRIMINAL ACTIONS and lame laws like this one isn't helpful in the long run at all!! Do Better!! Thank you!!

Use the current laws that are on the books. Meaning lawmakers should also hold the parents accountable too. Every state have almost an identical law on the books. Even if that child drops out of school the parent are held accountable. (Pierce v. Society of Sisters, 268 U.S. 510 (1925.)

Hate it has to come to this it’s something that can affect how anyone one who looks like us is viewed. Ppl see who’s doing these crimes. It’s the parents job not this government, they can’t change it. They can’t fix the young people.

There are several changes: There is an added emphasis on supervision, accountability, and rehabilitative services. Juvenile court (DJS) will now have expanded jurisdiction over children aged 10 to 12 who are charged with third-degree (non-violent) sex offenses, gun violations and aggravated animal cruelty. Previously, children under 13 could not be charged with non-violent offenses. The law also now mandates juvenile services to inform the court, the state's attorney and the child's attorney of any supervision violations. There had been frequent miscommunication between those entities which was quite problematic. Only one Montgomery County officer had filled out a child supervision form in 6 years. This change will help to fix that. Another big change is that those 10-12 year old first-time offenders who steal cars or possess guns will now be required to go to a diversion program. Ideally, this would focus on rehabilitation rather than punishment and give the kids a chance to turn things around...but who knows how it will be carried out in reality? So, yeah... like them or not, there are plenty of changes.

Laws needed for kids 10-12 years old. Was ANY bill drafted to improve the school system? To get rid of feckless teachers? To lower school administrators salaries?

You think *those* are the problems with the school system?? 😂Educator salaries are a joke compared to the corporate world for the amount of work they do and the significance it holds. Employees at the building level honestly have very little to do with the education "system". That's like blaming the soldiers for the war. There are policies and laws far above their heads... school boards, legislators, court rulings... But you think paying the principals less and holding teachers to even STRICTER standards is going to fix things 😂🤣😂🤣😂 That'll teach 'em 😂👍🏾

Yet the SCHOOL ADMINISTRATION is living large. Youngster.
