I guess the answer but is this like classic hooks that had to include the "do action" Or is this done at some abstract registering block level? Basically what I wanna know is if this will work with any block or only with blocks that includes the hooks

So the more real life example for: 4:24 - would be video - also from Developer Hours: kzbin.info/www/bejne/pJW6Xn6wZc53mrssi=zzfk3_SdC9B_O-X3&t=2288 For me - giving full control to end user is okay, but still would like to have e.g. button in toolbar to reset the position to default.
