I know, they are preparing the documentation, so they will allow you to sit in the counseling if you give the exam in the domain subject as said in the video. Do not worry, many universities will come with Btech, they are preparing their documentation. Also education ministry has already said, every college must allow students to sit in the counseling regardless of the fact that whether he has filled the form or not. So yes you will be able to participate in the counseling process even if you did not take that college during your form filling. All the best.
