As you said over expectation in limited resources and budget. I like to give 1 more input, commitment to fix security issues. Most of team moved to agile model, working in 2 weeks sprint. Very difficult to pull SMEs or other resources for investigation and fixing the issue in SSdlc. Both business and security objectives fighting each other. Effectively ends up fixing only critical vulnerability, high and medium Severity vulnerability goes to future release for fixing. So getting commitment and making sure everyone stick to that commitment is most important, else also Devsecops/ ssdlc program will fail.
