I don't think it's fixed, just ordered one of these and the pad is supposed to be rotating, the side screw holding the belt is too tight. fixed mine by loosening the screw allowing the belt to move freely. Good luck

Thanks for your comment I gave it back to the guy that owns it he hasn't complained yet and it's been a few months. I am not suggesting you are wrong I just don't know
