In universe reason: jiu jitsu expert. Real life how it was likely done: he was probably put on a sheet with Michael (Dexter actor) and pulled by a couple people. Dragging scenes in movies are always incredibly unrealistic, like they are sliding down a slope. Often the angle changes or camera gets shaky, music gets intense and scenes are fast in order to make it seem more real. If he had actually dragged him by the belt, the actors both would have risked injury.

Both Arthur and Dexter lose it in this scene. Arthur lets his inner abuser/killer come out in front of a complete stranger ( Dexter ) and Dexter threatens Arthur with a knife in his own home, with 3 witnesses present.
