He literally watched Dexter kill guy in jail cell and even when he tried to portray it as a killing in defense it was not like that and Angel was never ever suspicious of Dexter. It would be more interesting if Mike Anderson was alive and he was the one trying to frame Dexter because he saw something odd about him from start how he was this expert in forensic analysis. And especially how they ruined the Harrison plot arc where he suddenly more about his wrestling coach than his father and whole M99 / animal tranquilizer and that she figured him out in a village of bumfuck nowhere but Miami agents from Homicide department including special agent from FBI could not pull it off.
