Your explanation is really simple and super. Small confusion in last step (that is in Finally answer to query). Initially you take N=24, in finale answer of the query you saying that number of 1's in last 20 bits. But in the considered bits after the bucketing process completion we have 27 bits. if we considered only buckets then we have 23 (including both 0's and 1's). Here my doubt is how can we say last 20bits we considered. Please clarify it when you have time. Thank you for your explanation.

She is just supposing the question. You can find it for any number of bits less than n.

Consecutively the next number has a time stamp of x+1 considering the previous timestamp was x

Nice explanation but should have mentioned that there can be atmost 2 buckets of given size. That's the reason why we are merging them.
