I mean... it is. You don't get the possible double drop from the seasonal track bonus, but they're still pretty reasonable to get just from normal gambling. Compared to the past, spending Obols is pretty good for uniques, seasonal or eternal.

Do you have to be in a certain difficulty to do this? Or just level 60?

I think lvl 60 is all. But maybe odds are higher with torment tiers I’m not sure
