Tbh it (Diablo skill) can also be translated differently. It was supposed to be "Temptation world" combined with "Reality exchange". Aka it is two abilities instead of one. Later in WN (and this plot was not existent here, "Despair world" is purely manga creation it seems) they became merged under "Temptation Lord Azazel" skill What basically happens is that Diablo plays a game of will against each of the opponents. As he is demon, and spititual being, his will is almost impossible to overcome. If Diablo wants, he can completely tempt (break) person and make it into his puppet. But usually he holds off out of consideration to Rimuru orders. "Temptation world" allows Diablo to create imaginary world, where only minds can move. Meaning you could actually separate and see your body. In this world, Diablo can do anything he can imagine, including time dilation, allowing him to emulate "teleport" via "Reality Exchange" Then he has "Reality exchange". This allows him to switch imaginary with reality and vice verse. Meaning he can turn attacks into imagination, and make imaginary damage into real one. That includes possibility of setting your own attack against you .

Diablo may posseses immense knowledge and experience with powerfull abilities, his strength isn't a match for Veldora. True Dragons possesses the highest level of physicality and magicules.
