Because in the question they've mentioned the main scale need to be 200km. And to divide that scale the best dividing factor would be 2 so that we can mark the given 109km point precisely. Engineering Drawing is all about application and common sense.

Actually RF is in millimeters but LOS is in centimeters why you shouldn't convert in to millimeters
