Because you can't add rules to it. In fact, in the original death note, the main character adds a fake rule that says that if a death note owner doesn't write a name in 13 for 13 days they die themselves, and then puts himself in solitary confinement without the notebook for like 50 days after putting the notebook somewhere the officials would eventually find it. This makes them think it's not him because he would've died in there if it was him, but in reality the rule is just fake

deathnote explain: so ryuk is a deathgod he gave the main protagonist (light yagami) if u write a name when you die the death god writes your name in their notebook and u neither go to heaven nor hell. after you write the name you have 30 second to write how they die, if you do not they simply die from a heart attack. no one can see ryuk(the guy in the photo at the start) unless they touch a piece of the notebook in order to kill somone with it you mut know the name and have the face in mind it the cause of death is not possible again they will have a heart attack (so for example in the mkvie he write for a person to travel to paris in a short amount of time but since it wasnt possible they had a heart attack) the only way to come back to life from it is for the person to erase your name with a special eraser as long as u havent been cremated the death god can write fake rules aswell i can not explain all the rules but the anime explains alot i really recommend watching it even if u dislike anime. i hated anime but i saw the series on hbo max and said “fuck it im bored” and clicked it i statted it and ended it in a week because i watched it nonstop (note:i dont recommend watching it at my pase) its very interesting with the character development and is cool to know the main plot look below MAIN PLOT: so the person who owns the book competes with another person trying to take him into custody for murder (thats all i can say with no spoilers)
