You only get mirandized if they suspect you of committing a crime or if they believe that in answering a question you may admit to committing a crime and they'd like to use that in court later. Law enforcement can detain and question you without mirandizing you if they think you're a witness and can continue questioning you without a lawyer if they don't intend to use that in court. Police still want to talk to witnesses even if that interaction isn't admissable in court because those conversations can be used as jumping off points for investigations. It's like if you're writing an academic paper - no you can't cite Wikipedia but a Wikipedia article and its sources can serve as a valuable piece of initial info to orient yourself to the research you're going to need to do to write your paper. In this case the detective doesn't suspect that Richy killed his cousin but he does think Richy can give him some info to help figure out who did. Witnesses don't get mirandized. If the detective was questioning him about the crime he allegedly committed him that landed him in holding then him asking for a lawyer or to go to jail would actually mean something. Perjury is lying in a sworn statement or in court but if you lie to the police that can be obstruction of justice. Specific laws on perjury and obstruction are going to vary by state. Police can and will lie to you, they're allowed to do that and it's a common questioning technique. This detective didn't necessarily fuck up to the point that they'd be in trouble, they'd probably just get chewed out by their DA.
