You can upgrade TH without placing buildings IF you buy the packs with heros (Galadon and Judo did it) -or- If you upgrade and place buildings but never update your war base, it will use your last layout but when you upgrade your buildings those go up but the new buildings don't show up.

I just watched judo's video doing this glitch. It's basically a glitch on the TH pack that you get just right after you upgrade to a new TH. He basically did not place the items on that pack thus resulting on that base not having heroes.

Maybe he didn't update his war base which you have to do otherwise it gets stuck to the last war base you had even though you upgrade town hall and bring in new stuff

It happened with me too... Its due to war base not being updated For me I got a Th13 with 2 infernos(you get a 3rd Inferno at Th12 so it can't be before the building rule)

Tip klaus for otto, should make sure to upgrade the multi mortar as you need to have one in your main base as a requirement for otto

In war layout he probably hasn't placed the hero's so they aren't there

if you dont or forget to upgrade your war base it will stay as it was before so thats probably what happened

No you can edit your war layout and if you don't have all the building out it stay as it is and you can attack it I had to attack a guy with only 5 building at the 9
