He as absolutely correct. No govt can act on rumour, somebody has to file complaint or produce evidence before any action can be taken. In this case there had been serial molestation over many years. 3000 video!!! The number of victims will be unprecedented, has there ever been such a case before anywhere in the world??

If any one talks about caste when some woman gets molested,then he must be only a bjp. Revanna,his son have kept all under secrecy. Only when the driver and his wife whom they manhandled and he released the video this has come out in open it seems. Driver was their family driver. But the matter has leaked to bjp and some in bjp themselves have passed it to top people. Despite that instead of a sharing it with state govt and asking it to take serious action bjp top has used it to bring jds into its fold as they did ajit pawar, eknath shinde, Assam cm, eps ,ops sasi,ttv etc. But it went beyond them and reached comman man.
