Honestly it is very likely. I think that otherwise Dottore would be included in a shit ton of projects (wouldn't catch a break lol). I think that P: Stuzha, Dottore burning, and the whole Nod-Krai focus will be that. I personally speculate that the whole region will serve as a prologue of Snezhnaya and just a patch to fill in some awaited SQ and AQ (Ventis story quest, Dragonspine quest, Dottore burning Irminsul + maybe even more Dainsleif quests than just one per region). Because I don't think they will focus on the region itself so much, since it would go against Travail trailer, so most likely that Nod-Krai will be kind of what Watatsumi Island, Chasm and other such regions (possibly we will get the Cryo powers early)

In one underground facility on ochkanatlan we encounter an AI that's stuck in a dragon statue. So why not also build three moon sized overseers in orbit around your home planet? The celestial object provides the reading as a moon. The AI inside provides the reading as a person.
