Christian here is right on one thing. The Dutertes underestimated PBBM. Remember BBM grow up in Malacanang not only grow up. His Father was a President and a good one. And learned a lot from him. Not only that, he joined the Army Ranger to learned the techniques and strategies of friends and enemies.
