There is no pressure below the line XX. It is the reference level. Both the pressure on left and right limb cuts out the pressure and its zero. For example ,u can see in a manometer with both open mouth to the atmosphere ,the mercury level will be same on both the left and right limb...

as per pascal law pressure at any datum line is taken as same ! X-X line is used as a datum line !!!!!
