Can someone explain why would imperialdramon: dragon mode need the tamer effect to digivolve on top of paildramon? At 11:30

By digivolving with the tamer during the attack, Imperialdramon gains the inherited eff of paildramon which gives 1 memory at the end of attack. If I just digivolved into Dragon, I wouldn't be able to retain my turn.
