Prior to his work at DigitalOcean, he was an SRE (Site Reliability Engineer) helping build and maintain a highly available hybrid multicloud PaaS. He is an avid programmer, speaker, educator, and writer/blogger. He is a maintainer of the DigitalOcean Terraform provider and contributes to random open-source projects here and there. Can this all be done through the digitalocean dashboard as well? or is Terraform a requirement. Probably a dumb question.

This is actually a great question. Yes, this can be done through the dashboard. Everything that can be done in Terraform can be done in the DigitalOcean dashboard (This is not always the case with other cloud providers). The advantage to Terraform is that it allows you to codify your infrastructure that you can then reproduce.
