Well seems like no one wanted to answer you, so I will. It seems in valorant’s code the smoke is still registered as existing (even when not visible) in regards to its interactions with other abilities, namely flashes, during its fade-out window. The enemy skye got the very unfortunate timing of riiiight at the end of the fade-out window and thus the game thought the flash popped within the smoke, and since the cypher was outside the smoke the flash did not blind him. Hope that helps.

i think there was like one frame of the omen smoke left before the game counted it as not there anymore so it thought that the flash was in the smoke

Yeah smokes that are appearing/disappearing interact REALLY weirdly with flashes. Essentially, the moment the smoke has BEGUN to bloom, it can block flashes. This lasts all the way until the smoke had fully disappeared, and has nothing to do with whether you yourself can SEE the flash pop
