The hardest ones to watch are the ones where the defender clearly went low, but the receiver ends up falling into the hit. The goodwin hit is a perfect example.

Agreed. So many of these hits were shoulder to shoulder, or shoulder to chest, and should not have been penalized at all. Yeah, the guy got rocked, but that's a good, solid, legal hit.

I think targeting should be reviewed first, a humans head comes out further than the shoulders and then with a heavy helmet becomes hard to realize that you committed a helmet to helmet hit.
