bulls are very well adored and prized in Dinka culture. The horns of bulls are usually made to look that way, thats what they are imitating.

It is hard to understand if you are new to Dinka culture (especially Bor and Lakes regions). They forced (not force but they have experts who do that job) the horns of the steers (castrated bulls) to look like that lol. What it really means when they hold their hands up like you saw is complicated. What someone has said above is 3/4 of the full meaning. It's complicated. Oh well.
