Are the rules of minigolf more or less up to the players, or have I been playing wrong? Whenever I played minigolf, we went in turn order the whole way rather than by whoever is closest to the hole, and water hazards weren't a +1 stroke penalty (you got a single stroke and returned to your previous spot, rather than two strokes).

There's a ton of mini golf places around, and many of them have different rules. Because of that, over the years we've just adopted certain rules that we like. The person with the lowest score from last hole putts first, then everyone putts one by one. Then whoever is closest putts first, and that continues until all balls are in the hole. We play closest first because it reduces some of the madness that having 5 players on a single putting green can create. Water hazards (or leaving the boundaries) is a 1 stroke penalty. We don't play with mulligans.
