I don't know if they wanted any. The French loved much of the culture of Africa and the African beauties. My hunch is that she is at least being partially depicted as an exotic beauty in this promo clip. There had been a considerable immigration of Africans to France over the years. Nazis considered France to be in danger of becoming 'blackened' by the immigrants. You may recall the popularity of Josephine Baker in France to note just one small example of many of the French's interest in Eastern and African cultures. French painting had decades of depictions of the East, ie, Africa as well as Asia. Towards the 20th century this interest intensified. Van Gogh loved Japanese works and copied many of them. Picasso, Matisse and other flat out imitated African art in considerable detail. I recall one source saying that the Can-Can dance is derived from an African dance but generally its origins is claimed to be obscure. Still, I'd bet there are dances and music derived from Africa in French culture. In the 60's Brian Jones of the Rolling Stones, while not French he socialized with various forefront artist and musicians and France was a hotbed for them. He created an album of music of Moroccan musicians called The Pipes of JouJouka. Listening to it, it has some surprising modern sounds to it. It's easy to see why anyone would be attracted to such freeform and powerful music.

There probably isn't a "black-skinned" man present because to the producer the primary objective was to make a quality film of Dionne Warwick -- not to cater to some perceived social/racial/political agenda of the models present for the shoot. There is no need to racialize everything -- just enjoy the music and the film for goodness' sakes.
