I actually saw a moving car in game. In alley is a gate with a code (that leads to flat for cloak n Dagger mission) to the right in the gated square is a gap between 2 buildings and a fence. I grabbed dumpster, put it @ fence jumped onto an external air vent. unfortunately you can't jump the fence (invisible wall) but there are cars driving on the road there.
