I disagree with the opening statement that Peter was in Rome. 1) the comment on "Babylon" requires a presupposition that it is a reference to Rome. From my own research that reference was not made until the 2nd C. 2) There wasn't enough time for Peter to be in Rome and then make it back to the Jerusalem Council. 3) Nero had expelled the Jews. Peter was the apostle to the Jews. Paul was the apostle to the Gentiles and stated he would not build on the foundation others laid. Paul was the apostle who came to Rome, not Peter. Other than that, Mac is right on in his exegesis and application.
