I found it! After all these years! I first heard this song when I visited Tokyo Disneyland in September-October 2009. I remember all the Halloween-themed decorations, and this song playing as the Villains paraded in the evening.

Every time I hear that subtle Michael Myers theme at the start and throughout the rest of this song, seems to constantly make me think of Myers himself just reeking havoc on Disneyland🎃🔪
