hello, how do you open a new tab in the quick links web part, I think it doesn't have that option. Would you know how to create a quick links webpart, but when you click the link it opens a new tab??

Sometimes it is JavaScript error - Ctrl + F5 could help. If this will not resolve the problem it could be limited access rights.

People web part is static - you need to paste the name and then it will visualize the contact information. You cannot dynamically change the user names used in a web part. What I can advise is to use News to publish information about new hires and inside the News use People web part. This approach is manual but works quite well.
