Axim and its satellite town Nsein are inextricably linked. Axim is in fact the name of the entire traditional state and also its capital. In 1912, under the colonial official francis crowther, an inquiry was undertaken in his findings francis crowther, for unclear and spurious reasons, determined that Upper Axim, Nsein and Lower Axim be independent of each other. But before then Lower Axim was the principal authority for all three and its head the principal leader and even after the commission it was still considered as the primus inter pares !.
