If lottery ticket is 123, and my ticket number is 032...then I should be eligible for ₹20k because the question clearly mentions that "exactly 2 digits" should match for ₹20k. In that case, the way you have counted 27 ways seems incorrect

its 3C2 ways of getting two matching digits out of three digits multiplied by probability of getting 2 correct digits * 1 incorrect digit. (1*1*9/1000)*3C2 = 27/1000

The question is incomplete as in sense that it should also have said that the digits place should match.

that lottery ticket no wont be considered , so 123 won't come in the 20k prize pool so 30 -3 = 27 e.g 1 - 120 , 121 , 122 now directly 124 till 129 so only 9 numbers in a row
