How do you unlock limit breaker? Do you need to finish the game first?

Yeah finish it and unlock Carnage

To get limit breaker you need to beat the story, beat the second act and then beat the Overlord challenge.

I is getting to lvl 9999 easy to get or I have to do a bunch of super recarnation to get to lvl 9999.

Like all Disgaea games, it depends on how far you are. But it doesn't require any to get level 9,999.
