Part of the problem is the attack on police officers over the last several years. No matter what they do people will say the police were in the wrong. Do you want to know why the first police officer to have the gunman in his sights didn’t take the shot? If he had, people would have been saying he murdered the gunman. I would not have taken the shot either. Why didn’t he try to take him alive? This is the product of how police are treated today.

Kenshiro would later go on to use the technique in his match against the Rasho Han, upon which Han remarks that he recognizes it as Raoh's technique. Appears in Original Manga Raoh performs this against Kenshirō in volume 14, chapter 125, titled "Destiny's Trap!" (運命の罠! Unmei no Wana!) Kenshiro performs this against Han, in volume 20, chapter 176, titled "The Legend of Raoh Continues!" Fist of the North Star: Lost Paradise Raoh will perform the Tensho Honretsu (translated as Celestial King's Assault) against Kenshiro during a scripted sequence in his boss fight. Kenshiro will have to perform a series of quick-time events to defend himself and strike Raoh in return. Kenshiro himself can perform this maneuver by using Raoh's Destiny Talisman. It will draw in all enemies in the current area into a group while Kenshiro performs the preparatory hand motions, and fires a wave of red toki at every gathered enemy.

@@bwenluck9812 That’s a bit misleading. The SCOTUS ruled that a restraining order that was written with instructions to the police that they “shall arrest” or issue an order for arrest of a violator did not constitute a “property interest” in the view of the 14th Amendment. Basically, such a case carries no legal obligation from the Constitution. However… the Constitution is not the only set of laws. Far from it. There are statutes too. In the end, the point is that the police have broad discretion on what to enforce, and how to enforce it… or not, because of an unending variety of situations they encounter, each requiring a different approach. Writing legislation that covers each possible situation is plainly impossible. It is therefore up to the executives in charge of the law enforcement agency to see to it that they do their jobs correctly.

Please officers are trained and equipped to deal with this situation. They have been many instances of active shooters in recent time in the United States as far as I know, this is the only case in which the police did not immediately and aggressively act to suppress the shooter. The border patrol team that went in suffered no casualties. They had been on the scene for half an hour and had not going in because the police chief had ordered them not to. Finally the commander of that team put his own retirement and career at risk by disobeying the police chief and ordering the team into the room. It was bravery on that day, but not on the part of the police chief.
