Not really strong at 300 stacks. He was mostly bailed out by the prismatic orb with the Zhonyas Hourglass and the 5 costs.

300 cashout is nothing.. Its pretty easy to get if you get 4 chem baron which isnt that hard, good cashouts is at 500 and gamebreaking at 800

Chembaron is to inconsistent to be popular, plus it need you to take a extended lose streak to be effective, conquer is just better chembaron and you will streak instead of lose streak
