Its becoming more clear that isolation is the safest practice because even using EPZ you would have to have a ground that can surround the entire work area to keep the workers safe.

How do you create isolation, but not install grounds on existing lines? The safest way is with EPZ grounding along with a good work protection code.

Why anyone would bracket ground is beyond me, it’s more work and not as safe as EPZ.

Dave need to be careful on using only single point grounding. If high fault current circuits you need to ensure that grounds are on source side of worker' if not as little as 5 ft away from the PPG a worker could receive lethal currents. Refer to latest IEEE 1048 page 18. I did simulation studies in 1997 and was amazed at results we found when grounds were on the load side of a worker and only 3 feet away on a 336 mcm conductor (7.6 kV).
