I would definitely step in and do something. I've had creeps do this kinda stuff to me too. It's scary especially when no one around helps or says anything. I'm always armed with my pepper spray and taser. I'd use it!

so first, I'd ask him if I know the girl, then when she says no, I tell him very kindly to please leave. if it escalates a bit, then I get firm with him. then I threaten him that if this continues, I'd have to call 911, or worse. then finally, if he's still relentless, I do what i do: yell at the top of my range and/or punch him.

A very similar situation happened to me in England and even though I was clearly scared and distressed, the guys standing around were looking at us and laughing. Many other situations happened where the men watched and laughed. I don't know if the American culture is different.
