Technically it doesn't have a sensor. Future Okabe just programs it to have a different number. Everything after 1. or 0. is only to let his past self know they are in a new worldline, with the details being as arbitrary as the word Steins;gate.

Found out on the gamma world-line 2% divergence meter, it's possible. You in that worldline managed to perfectly make a nixie tube that had a worldline sensor, it is now destroyed by you before your death. It was so that SERN will not get their hands on it.

Did you know Divergence meters are not really supposed to have dynamic values.. they will always have the same value.. coz in every world line, Okabe creates one that defines that value relative to his ideal world he calls (Steins Gate)..

Make sure You don't have defects on pcb, double check all components and be gentle with nixie tubes. They are very brittle. Wish You success!
