DIY 2001 BMW X5 brake tail light assembly how to replace Retrofit circuit board standard wiring

My factory tail light circuit board developed a short, so my brake light bulb would burn out quickly. I ordered an assembly from Amazon, but it didn't have a circuit board. I have a bulb that is out for the first time. When I take it out, the white housing is not burned at all. More puzzling, the filament on the bulb is still intact. Do these bulbs work just like a regular light bulb, where if the bulb is the problem, the filament will be broken? Since my filament isn't broken, what do you suggest? The bottom tail light works, but the top one doesn't.
