I have found wearing a pair of stretch briefs when adjusting the top of the skirt is helpful, I clip the turned edge of the skirt to the top of the briefs which stops the edge of the skirt flopping about -then take the brief and skirt off carefully and sew.

Do you have to use a stretchy fabric or can I use satin? This is the easiest video of a mermaid skirt I've found (first time making a clothing item)

Thanks so much! Yes, I do encourage you to get a sewing machine. It'll really expand your belly dance outfit possibilities!! I've been using Singer Quantum Stylist 9960 for years, and I LOVE it! About $450 USD.
